Well, we know a great deal and even with that there is still uncertainty. But the trend line is very clear. We never have 100 per cent certainty. We never have it. If we want an all-volunteer force, the bottom line is that we're going to have to take care of these people who were willing to do what the bulk of people weren't willing to do.
